Occupational health action plan: annual preparation

    Editorial update 27.10.2026

Editorial: StartHealth (general employer guide, medical review pending)

An occupational-health action plan translates workplace-assessment findings into agreed objectives, activities, responsibilities and follow-up. The employer prepares work-related inputs with staff and the provider; the worksheet below is not a legally sufficient plan or a medical assessment. Kela requires a plan valid during the accounting period, and it cannot be backdated for a closed accounting period.

    Annual preparation sequence

    1. Record the existing workplace-assessment document reference and ask occupational health whether it remains current.
    2. Describe company-level changes in work, locations, hours and task groups, without employee health details.
    3. Select employer priorities and propose practical actions rather than making your own medical conclusions.
    4. Agree actual objectives, preventive activity, optional medical boundaries, responsible roles and follow-up with occupational health.
    5. Schedule the annual review and agree how significant changes will be considered sooner.

Fictitious example: a 15-person software team

The team works in Helsinki and remotely. The employer brings delivery pressure, interruptions and workstation arrangements to the planning discussion. Occupational health separately assesses their health significance and the actual plan.

How is remote work covered?Describe arrangements and questions for occupational healthEmployer contact; assessment discussion
How do staff access support?Share booking and portal instructions in both languagesEmployer contact; onboarding confirmation
How are changes noticed?Agree a work-change reporting channelManagement and provider; annual review

This is not a customer story or approved action plan. It sets no sickness-absence reduction target or automatic examination programme.

Use the plan, not only the document

The written plan is reviewed annually; relevant changes may require attention sooner. Confirm staff access and responsibilities. StartHealth completes the action plan within two weeks of the workplace assessment and provides annual employer reporting. These service facts do not make a blank worksheet sufficient for reimbursement.

    Frequently asked questions

What is the action plan based on?

The workplace assessment and needs of the company’s work. The employer prepares inputs and agrees activity with employees and occupational health.

Can we create a plan for a closed accounting period?

Not retrospectively for Kela reimbursement. The plan must have been valid during that accounting period.

Does the annual worksheet replace the action plan?

No. It gathers work changes, priorities and proposals for discussion; it is not a legally sufficient plan or medical assessment.

Which changes should we bring to the review?

Work content, locations, hours and practical arrangements, plus the status of previously agreed company-level actions.

    Who follows up agreed actions?

Assign a responsible role and checkpoint for each agreed action together with occupational health. Preparation records a proposal, not assumed approval.
